   International Protection Department

The department staff prepares and files citizens’ application that have undergone preliminary check and public investigation to international bodies -  the European Court of Human Rights, UN Committee against Torture – and prepares urgent addresses to the UN Special Rapporteur on Tortures, Un Committee against Torture. The department also helps regional departments on the issues of European and international law application in the sphere of human rights protection.

   Interregional Coordination Department
  

The Interregional Coordination Department controls the effectiveness of public investigations conducted by regional inspectors. Besides, the Interregional Coordination Department ensures coordination of regional departments’ activity with the activity of other CAT departments.  
The Interregional Coordination Department provides consultations and practical assistance to citizens who complain about tortures in cases there are no regional departments of the Committee against Torture in their federal territory.

    Rehabilitation Department
 

The Medical Rehabilitation Centre of the Committee against Torture grants medical aid to victims of tortures and violent treatment. The Medical Centre staff includes highly-qualified doctors and licensed forensic medical experts who also help the Committee lawyers by making the precise diagnosis and the level of health damage. Medical reports are attached to the materials of public and official investigations as expert opinions. The Medical Rehabilitation Centre operates not only on the territory of Nizhny Novgorod region in emergency cases its specialists travel to the RF regions.

    Press-Service

The Press-Service of the Committee against Torture acquaints the citizens with human rights issues and environment, reports on the results of the Committee operation, monitors mass media, acts as newsmaker of the Committee against Torture by selecting newsbreaks that are interesting to the society.

Regional Departments of the Committee against Torture

These departments perform the functions of the Committee against Torture on the territory of corresponding RF regions in accordance with the objectives stipulated by the Charter. Lawyers of regional departments conduct preliminary checks and public investigations upon citizens’ applications and after obtaining information about cases of violent treatment by enforcement agents. They also support cases in their procedure, monitor the effectiveness of official investigations conducted by the Investigation Committee bodies under the RF prosecutor’s office, takes all the steps to restore the rights of the citizens whose rights guaranteed by article 3 of the European Convention on Human Rights and Fundamental Freedoms were violated, cooperate with the citizens, state bodies and mass media.
